NEW PATRIOTIC PARTY FRANCE BRANCH

CONSTITUTION

PREAMBLE

These Rules are made in accordance with the New Patriotic Party (NPP) Constitution to regulate the operation of the Branch Party. The rules have been formulated to meet local circumstances.

RULE ONE – NAME

1. The name of the Branch Party shall be NEW PATRIOTIC PARTY FRANCE BRANCH (herein called ‘Branch Party’).

RULE TWO – AIMS AND OBJECTIVES

1. The objectives of the Branch Party shall be those prescribed in the NPP Constitution. In addition, the Branch Party shall:

a. Oversee the operation of the Branch Party in France


  1. Support and implement the programmes of the NPP


  1. Promote and publicise policies of the NPP


  1. Enforce the NPP Constitution in all matters and observe loyally the resolutions and decisions of the NPP Annual Congress, Conferences, the National Council and the National Executive Committee (NEC)


  1. Help raise funding for NPP and recruit as many members as possible


  1. Offer advice and support to members


RULE THREE - POLICY

1. The Policy of the Branch Party shall be based on all matters approved by the NPP Annual Congress and shall be:


  1. Based on the principles and objectives of the Party.


  1. Contained in the Manifesto issued prior to each General Election and shall be the official policy of the NPP until the next Manifesto is issued, provided that any matter arising subsequent to an Annual or Special Conference and not provided for in the existing Manifesto shall be determined by the National Council.


RULE FOUR - MEMBERSHIP

Criteria


  1. Conditions for membership of the Branch Party shall be as set out in ARTICLE 3 of the NPP Constitution but shall also include all of the following:


  1. Any person who is of voting age residing in France, who is not a member of any other political party and who subscribes to the policies, principles, aims, objectives and programme of NPP shall qualify to become a member of the Branch Party.


  1. Such person must have been admitted, on completion of a prescribed application form and provided with a membership card and copy of the branch constitution.


Register of Members


  1. The Branch party shall keep and maintain in its headquarters a register of all members.


      Rights

  1. The rights of members shall be as prescribed under Article 3C of the NPP Constitution.


      Duties

  1. The duties of members shall be as prescribed under Article3D of the NPP Constitution


      Transfer

  1. A person may be able to transfer his or her membership from another Branch to the Branch Party by going through the dues process of the France Branch and providing evidence of good standing from the Branch he or she is transferring from.


      RULE FIVE - SUBSCRIPTIONS


1. In addition to an enrolment/registration fee of 20 Euros, all members of the Branch Party shall pay a monthly membership fees or dues of 10 Euros.


2. The annual subscription shall fall due on 1st January of each year. A member may however, decide to pay by regular instalments.

RULE SIX – DISCIPLINARY AND GRIEVANCE PROCEDURES

1 The disciplinary and grievance procedures shall be as prescribed under RULE 11 of this Constitution and subject to Article 4 of the NPP Constitution.

RULE SEVEN - STRUCTURE AND ORGANISATION

1 The Branch Party organisation shall comprise:

Chapter Coordinating Committees.


  1. Annual General Meeting (AGM)

1 Functions

The AGM shall be the highest decision body of the branch and shall –

  1. Confirm the minutes of the previous Annual General Meeting

  1. Receive from the General Branch Council

  1. An annual report and statement of account

  1. An Action Plan and programme of activities for the ensuing year including costs

  1. Determine the Branch Policy for the ensuing year on the recommendation of the General Branch Council.

  1. Pass resolutions or make recommendations for the consideration of the National Congress and or National Delegates Conference as necessary.

  1. Elect Branch Officers every 2 years.

  1. Appoint auditors to audit the accounts of the Branch Party for the year.

  1. The Branch Secretary shall receive motions for the AGM not later than twenty-one (21) working days before the AGM.

  1. Notice giving the time, date, place including reports and agenda of the AGM and inviting motions and nominations shall be circulated to all members at least fourteen (14) working days prior to the AGM.


3. General Branch Council.

Composition

1. The General Branch Council shall comprise:

  1. All Branch Executive Committee members

  1. Two (2) representatives from each Chapter one of whom shall be the coordinator.

  1. Chairman of Council of Elders

  1. Ex-Branch Party Chairperson

Functions
  1. The General Branch Council shall be an advisory body that will advise the Executive Committee and the AGM, and shall:

  1. Shall meet twice a year in between AGMs, one of which must take place immediately before an AGM

4. Branch Executive Committee

Composition

1. The Branch Executive Committee of France shall consist of Branch Officers and three (3) other members of the Branch elected by the AGM to perform such functions as may be determined after election by the Branch Executive Committee subject to the approval of the general meeting.

Functions

2. The management of the France Branch shall be vested in the Branch Executive Committee, which shall be answerable to the Annual General Meeting of the Branch Party.

  1. The Branch Executive Committee shall within three (3) months of election to office prepare and deliver to the General Meeting a detailed Action Plan of key issues and programme of activities stemming from the strategic objectives of NPP

  1. The Branch Executive Committee shall meet whenever possible and in any event not less than once every month.

  1. The Branch Executive Committee shall conduct all business on behalf of the Branch Party and shall have power to carry out and further the aims and objectives of the Branch Party in conformity with the policy of NPP and in accordance with the decisions of ordinary and special general meetings and AGM.

  1. The Branch Executive Committee shall deal with all the business referred to the Branch Party by the National Executive Committee, the National Council or the National Congress/Conference and take such action in connection therewith, as may be required.

  1. The Branch Executive Committee shall render to the AGM a report of its activities during the past year and a statement of accounts.

  1. The Branch Executive Committee shall have power to co-opt not more than three (3) additional members for such purposes and such period not extending beyond the Branch Executive Committee’s term of office in an advisory capacity subject to the approval of the general meeting. Such co-opted members shall not have voting rights.

  1. The Branch Executive Committee shall have power to appoint special committees and working parties subject to the approval of the general meeting.

  1. The Branch Executive Committee shall only make an expenditure which exceeds in total the cash reserves of the Branch party by preparing such a programme and submitting it to the general meeting for ratification within the first three months of being in office:

  1. Pursuant to the provisions of Article 9C of the NPP Constitution, the Branch Executive Committee shall appoint the following Standing Committees whose term of office shall be coterminous with that of the Branch Executive Committee subject to the approval of the general meeting:

  1. Welfare Committee

(ii) Finance Committee

  1. Pursuant to the provisions of Article 6 (11v) of the NPP Constitution, any Branch Executive Committee officer or member absent from three (3) consecutive meetings of the Branch Executive Committee, or its sub-committees without a good reason shall be deemed to have resigned from the Branch Executive Committee. Provided all due processes under the aforementioned are adhered to, such a position shall be declared vacant and filled by a by-election within sixty (60) days of the vacancy occurring.

RULE EIGHT - BRANCH EXECUTIVE OFFICER AND MEMBER POSITIONS

Composition

1. Officers and Members of Branch Executive Committee of the Branch Party shall be:

Duties and Responsibilities

2. Branch Chairperson


  1. The Branch Chairperson shall preside over all General Branch Council, Branch Executive Committee, AGM and all general meetings at which he or she is present.

  1. He or she shall be the leader of the Branch Party.

  1. He or she shall submit an Annual Report of the past year and a programme for the ensuing year to the AGM.

  1. The Chairperson shall authorise the payment of all invoices and shall be a signatory to cheques.

  1. The Chairperson shall be assisted by the 1st Vice Chair and the 2nd Vice Chair.

3. 1st Vice Chair

1. The 1st Vice-Chair shall assist the Chair in the running of the Party, and be assigned other duties by the Chair and or the executive.

2. The 1st Vice Chair shall in the absence of the Chair perform all functions of the Chairperson

4. 2nd Vice Chair

1. The 2nd Vice Chairperson shall also assist the Chair in the running of the Party, act for the Chair or the 1st Vice Chairperson in their absence and be assigned other duties by the Chair and or the executive.

5. Secretary

The Branch Secretary’s duties shall include:

1. Keeping an up to date register of members, their current addresses and attendance at meetings.

2. Preparing the agenda for meetings in consultation with the chairperson and issuing notices to all members.

3. Preparing and submitting letters for the Chairperson’s signature where applicable and documents to be considered at meetings.

4. Taking down accurate records of matters discussed in particular decisions taken at meetings and writing out minutes.

5. Having responsibility for the implementation of decisions taken at all Branch Executive Committee, General Branch Council and general meetings and binding all such agendas and minutes on an annual basis.

6. Compiling and forwarding all memberships records to the General Secretary of NPP in June and December every year.

7. Being a signatory to cheques and signing other documents for and on behalf of the Branch Party as necessary.

8. Having responsibility for the administration of the Branch Party Secretariat including dealing with all correspondence for and behalf of the Branch Party in consultation with the Chairperson.

9. Carrying out any duties that may be assigned to him or her by the Chairperson, the General Branch Council and the Branch Executive Committee from time to time.

6. Assistant Secretary

1. The Assistant Secretary shall assist the Secretary to carry out his/her duties. He or she shall carry out the functions of the Secretary in his or her absence.

7. Treasurer

  1. The Treasurer shall oversee raising of funds for the branch party and the safe custody of such funds by depositing in a bank account. Each bank account name shall include the words ‘FRANCE’’.

  1. He or she shall see to the day-to-day disbursement as directed by the Branch Executive Committee as well as the investment of the Branch Party’s funds. Sufficient funds shall be retained in the current account to meet running expenses of the Branch Party.

  1. He or she shall submit to the Branch Executive Committee for approval an annual programme of and activities for fundraising designed to improve the finances of the Branch Party.

4. He or she shall be responsible for collecting membership dues and the receipt of donations, bequests, legacies, funds and other assets and shall pass all receipts in respect of such incomes to the Financial Secretary and assist him or her in financial reporting to the Branch Party.

5. He or she shall be a signatory to cheques for and on behalf of the Branch Party jointly with other officers so specified in this Constitution.

8. Financial Secretary

The Financial Secretary shall:

1. Keep a proper record of accounts and ensure that they are consistent with that of the Treasurer’s at all times.

2. Ensure that dues collected income and other receipts are entered correctly in a membership book and also in the Party’s books.

3. Within one month prior to the holding of the Annual General Meeting submit to the Branch Executive Committee and the General Branch Council his or her report on the state of the Party’s finances. If approved by the Branch Executive Committee and the General Branch Council, he or she shall present the approved report to the Annual General Meeting.

4. Send out reminder notices each quarter to members to pay their dues regularly as well as other commitments including pledges and donations.

5. Publish at every general meeting a list of names of all members who have fallen into arrears with regard to dues and/or pledges.

6. In conjunction with the Secretary, prepare and issue membership cards to members who satisfy all criteria for membership.

7. Prepare and present a financial statement on the current financial position of the Branch Party at General Meetings

  1. Verify all invoices and all financial transactions and advise the Chairperson accordingly.

9. Organiser

The Organiser shall:

1. Be responsible for organising events and other activities agreed by the Branch Party in consultation with the Secretary.

2. Liaise with the Public Relations Officer to publicise the activities of the Branch Party.

  1. Be responsible for the recruitment of new members, contacts and liaison with Chapter Coordinating Committees

  1. At the beginning of every year, submit to the Branch Executive Committee for approval:

  1. A programme of activities including the organisation of symposia, public debate and strategies for building Chapters and linking up with overseas branches of NPP and

  1. Estimates of the cost of any event that the Branch Party may organise.

10. Women’s Organiser

The Women’s Organiser shall:

1. Be responsible for mobilising women to be involved in Branch Party activities.

2. At the beginning of every year, submit to the Branch Executive Committee for approval a programme of activities and estimates of the cost of any event that the Women’s group proposes to organise.

3. Be responsible for organising activities for the Women’s group in consultation with the Chair.

  1. Organise fund raising activities by the Women’s group to support the Branch Party in consultation with the Chair and Treasurer.


11. Youth Organiser

The Youth Organiser shall:

  1. Be responsible for mobilising the youth to participate in Branch Party activities.

    2. At the beginning of every year, submit to the Branch Executive for approval a programme of activities and estimates of the cost of any event that the Youth group proposes to organise.

3. Be responsible for organising various activities for the Youth group in consultation with the Chair.

4. Organise fund raising activities by the Youth to support the Branch Party in consultation with the Chair and Treasurer.

12. Public Relations Officer

The Public Relations Officer shall:

1. Have responsibility, on behalf of the Branch Executive Committee, for media liaison including the organisation of press conferences and radio & television interviews as necessary and all forms of legitimate propaganda

2. Initiate and implement a programme to promote and publicise activities of the Branch Party in particular and the programme and activities of NPP in general.

3. Draw up and submit to the Branch Executive Committee for approval an annual programme of activities and estimates of the cost of any event that he or she proposes to organise for the promotion of the Branch Party and NPP in general.


13 Non-Officer Executive Members


The Chair of the Branch Party may in consultation with the Branch Executive Committee other than the non-Executive member concerned request a non-Executive member to assist any officer in the performance of his/her duty and/or assign any other duties to him/her as necessary.


RULE NINE – ELIGIBILITY, ELECTION AND CONDUCT OF BRANCH EXECUTIVE OFFICERS


1. Eligibility

1. Subject to Article 3 C (iii) of the NPP Constitution, a member of the Branch Party may contest for a Branch Executive Committee position provided that he or she has satisfied all criteria for membership as defined in RULE 4 of the this constitution


2. A member seeking to contest a Branch Executive Officer position or member shall also demonstrate from the attendance register/record that he/she has attended at least six (6) of the monthly meetings within two years immediately prior to the day of calling of nominations.


3. A member of the Branch Party shall be entitled to vote during the election of Branch Executive Committee officers and/or members provided that he or she has satisfied all criteria for membership as defined in RULE 4 for at least six (6) months prior to the day of calling of nominations.


2. Election


  1. Election of Branch Executive officers and members shall be by secret ballot, and by a simple majority. They shall hold office for three years, and may seek re-election


2. All nominations for Branch Executive officer and member positions shall be filed and received by the Electoral Committee not later than twenty-one (21) working days before the AGM or the date on which the election is due to take place.


3. Nominations to contest for a Branch Executive officer position or Branch Executive Committee membership must be made on the prescribed form and must have a proposer and seconder both of whom must satisfy the criteria for membership specified in RULE 4 of this Constitution.

4. Any member may be nominated for one position only at any election.

5. Officers and members elected shall take office from the conclusion of the relevant Annual General or a day after the by-election, whichever is applicable.


3. Election Petitions

All matters in connection with petitions against declarations, statements, decisions or actions of the Electoral Committee shall be lodged with the Council of Elders within forty-eight (48) hours of such declarations for resolution by the Council not later than forty-eight (48) hours of receipt of the petition.

4. Resignation

A member or officer of the Branch Executive Committee may resign in the manner prescribed under Article 3E of the NPP Constitution.

5. Removal


A member or officer of the Branch Executive Committee may be removed in the manner prescribed under Article 3G of the NPP Constitution.

6. Suspension

A member or officer of the Branch Executive Committee may be suspended in the manner prescribed under Article 3F of the NPP Constitution.

7. Vacancies

All vacancies arising in the Branch Executive Committee shall be filled by by-election in accordance with procedures under RULE 9 of this Constitution

8. Expenses/Honorarium

No officer or member shall receive honorarium from the Branch Party. Members of the Branch Executive Committee shall however, be reimbursed for travelling, accommodation and other reasonable expenses incurred, in attending meetings on behalf of the Branch Party provided prior approval had been obtained from the general meeting. Employees of the Branch Party shall however, be entitled to receive remuneration in accordance with their contracts of employment.


RULE TEN - SPECIAL COMMITTEES

Standing Committees

The following Standing Committees shall be appointed by the general meeting on the recommendation of the Branch Executive Committee:

(a). Finance Committee

(b). Welfare Committee

  1. Finance Committee

  1. The Finance Committee shall consist of the Treasurer and four (4) other members including at least one woman appointed by the general meeting on the recommendation of the Branch Executive Committee.

  1. It shall be the duty of the Finance committee to assist the Treasurer to raise the funds necessary to finance the operations of the Branch Party and the national Party in conformity with applicable law.

  1. The Finance Committee shall, at the beginning of each financial year, approve and submit for decision by the Branch Executive Committee budgetary estimates prepared by the Treasurer on the running of the Branch Party.

  1. Welfare Committee

1. There shall be a Welfare Committee of not more than five (5) members including at least one woman appointed by the general meeting on the recommendation of the Branch Executive Committee.

2. The Committee shall advise the General Branch Council on all matters relating to the general welfare of members, in particular during sickness or in case of death or bereavement and the Branch Party’s response to any disaster in Ghana including any relevant donations, expenditure and any other support.

Ad-Hoc Committees

Ad Hoc Committees including the following shall from time to time be appointed by the general meeting on the recommendation of the Branch Executive Committee:

(a). Constitutional Committee

(b). Electoral Committee

(c) Disciplinary and Grievance Committee

  1. Constitutional Committee

1 There shall be a Constitutional Committee consisting of a Chairperson who should have a legal background and four (4) other members including at least one woman appointed by the general meeting on the recommendation of the Branch Executive Committee.

2. The Constitutional Committee shall advise the General Branch Council on all matters relating to the smooth operation of the Branch Party’s Constitution, and shall assist in the resolution of any conflicts that may arise between various organs of the Branch Party in the implementation of the Constitution.

3. The Constitutional Committee shall from time to time submit for the consideration of the General Branch Council any proposals it may deem necessary for the development and implementation of the Branch Party’s Constitution.

  1. Electoral Committee

1 A three (3) member Ad Hoc Electoral Committee including at least one woman appointed as necessary at a general meeting three (3) months before the AGM / Elections, shall be responsible for the conduct and supervision of elections

2 On appointment, the Electoral Committee shall within one (1) month submit a report of election modalities and arrangements for the consideration and approval of the general meeting.

  1. The Electoral Committee shall have access to the books of the Branch Party for the compilation of the list of members who qualify to contest for election and receive assistance from the Branch Executive Committee and co-operation of members in the performance of its function.

  1. The Electoral Committee shall submit a written report on the conduct of the elections to the Branch Executive Committee for presentation to the general meeting no longer than one (1) month after the election.

  1. Disciplinary and Grievance Committee

1. Pursuant to the provisions of Article 4 of the NPP Constitution, a three (3) member Ad Hoc Disciplinary and Grievance Committee including at least one woman shall be appointed as necessary at a general meeting on the recommendation of the Branch Executive Committee.

2. No member of the Branch Executive Committee, Council of Elders or General Branch Council except Chapter representatives, shall be appointed to the Disciplinary and Grievance Committee.

3. The term of office of a member of the Committee shall be for the duration of the particular investigation for which it is appointed, but he or she may be re-appointed for future investigations.

  1. Functions

1 The functions of the Disciplinary and Grievance Committee shall be as prescribed under Article 4 (4) of the NPP Constitution.

2. The Disciplinary Committee shall have jurisdiction on all matters affecting discipline that may be referred to it by the Branch Executive Committee.

RULE ELEVEN - DISCIPLINARY AND GRIEVANCE PROCEDURES

Discipline

1. The Branch Executive Committee may expel a member from the Branch Party on the recommendations of the Disciplinary Committee after a due process in accordance with the provisions of this Constitution.

2. The disciplinary proceedings shall be as prescribed under Article 4 (5) of the NPP Constitution.

3. A member aggrieved by or dissatisfied with a recommendation of the Branch Executive Committee may, within fourteen (14) days of the receipt of the notice of the recommendation, appeal in writing to the Council of Elders who shall arbitrate within fourteen (14) days of receipt of the appeal.

4. A member aggrieved by or dissatisfied with a recommendation of the Council of Elders may, within fourteen (14) days of the receipt of the notice of the recommendation, appeal in writing to the National Council whose decision shall be final.

Grievance

5. The grievance process shall be as prescribed under Article 4B (1) of the NPP Constitution except that the Branch Party shall be deemed a Constituency for the purpose of this process.

6. A member aggrieved by or dissatisfied with a recommendation of the Branch Executive Committee may, within fourteen (14) days of the receipt of the notice of the recommendation, appeal in writing to the Council of Elders who shall arbitrate within fourteen (14) days of receipt of the appeal.

  1. A member aggrieved by or dissatisfied with a recommendation of the Council of Elders may, within fourteen (14) days of the receipt of the notice of the recommendation, appeal in writing to the National Council whose decision shall be final.

  1. A member who is so expelled, suspended or reprimanded may be reinstated if an appeal or petition by him or her to the Council of Elders is upheld.

Expulsion

a. The expulsion of a member shall be as prescribed under Article 3G of the NPP Constitution.

b. No member shall be expelled from the Branch Party except in accordance with RULE 11 of this Constitution.

RULE TWELVE – GENERAL MEETING AND CHAPTERS

1 General Meeting

I. In addition to the functions and powers mentioned within these rules, the General Meeting shall be the supreme body of the Branch Party.

  1. It shall meet once every month.

  1. The conduct of the General Meeting shall be governed by the Branch Party’s Standing Orders

2. Chapters

i. The Branch Party may from time to time establish Chapters in other towns and cities within France whose structure and organisation shall be governed by the Branch Party Constitution

  1. Each Chapter shall, subject to the approval of the Branch Party have officers called coordinating committee, as it deems necessary.

3. Chapter Coordinating Committee

        1. The day to day running of the Chapters shall be vested in a coordinating committee who shall be elected by members of the Chapter

        1. The Chapter Coordinator shall report regularly to the Branch Executive and at any rate at least once in every two months.

4. Reporting to the Branch Party

            1. Chapter members or their representatives shall attend and have voting rights at the Branch Party AGM.

            1. Two (2) officers, one of whom shall be the coordinator shall represent each Chapter on the General Branch Council

RULE THIRTEEN - REPORTING TO THE NATIONAL PARTY

1. The Branch Secretary shall send the following information to the General Secretary of NPP:

i. An up-to-date membership list twice a year,

ii. The Branch Executive Committee list within one (1) month after the AGM or the special meeting at which members and/or officers were elected,

iii. A copy of the Branch Party newsletter within one (1) month of its publication and

iv. Any other relevant information within a reasonable time of its preparation.

v. A copy of the Annual Report within one (1) month of its presentation at the AGM

  1. A copy of the Annual Statement of Accounts shall also be sent by the Secretary to the National Treasurer within one (1) month after the AGM.

RULE FOURTEEN - ATTENDANCE AND VOTING AT NATIONAL CONGRESS/CONFERENCES

      1. Pursuant to the provisions of Article 8 (5) of the NPP Constitution, the Branch Party shall sponsor the Chair or any other General Branch Council member appointed by the General Branch Council to represent the Branch at the National Congress and/or the National Delegates Conference as necessary. Sponsorship shall be subject to RULE 9(8) of this Constitution.

    1. Such person must be of good standing. (A person is deemed to be of good standing if she or he has paid in full and up to date all dues, subscriptions or levies she or he is liable to pay as a member, and has discharged all her or his duties as a member including attending at least six general meetings in a year)

RULE FIFTEEN - LINKS WITH EUROPE AND OTHER OVERSEAS BRANCHES

1. The Branch Party shall link up with other overseas branches with the sole purpose of coordinating activities pursuant to the promotion of aims and objectives of NPP.

RULE SIXTEEN - AFFILIATIONS

1. The Branch Party shall seek affiliation with any other group or organisation which is declared by the National Executive Committee to be compatible with policies, aims and objectives of NPP.

RULE SEVENTEEN - COUNCIL OF ELDERS

  1. In accordance with ARTICLE 15 of the NPP Constitution, the Branch Executive Committee shall from time to time appoint distinguished and loyal members of proven integrity who have contributed immensely to the formation, welfare and progress of NPP and its forerunners to serve as Council of Elders, subject to approval by General Meeting.

  1. The Council shall include past chairpersons of the Branch Party and at least one woman

  1. They shall be called upon from time to time to provide support and advice.

  1. They may deliberate, consider, or make recommendations on matters and petitions, including appeals referred to it under these rules and advise the General Branch Council thereon.

RULE EIGHTEEN - FINANCE

1. The Branch Party may raise funds from any or all of the following sources:

a. Registration fees

b. Membership dues

c. Donations, pledges, appeals, bequests

d. Sale of NPP literature and memorabilia

e. Any other sources as agreed by the general meeting on the recommendation of the Branch Executive Committee

Payments

  1. The Branch Party may from time to time make donations to NPP, a member or members or make payments to any official acting on behalf of the Branch Party.

  1. Such payments and donations shall be made subject to the approval of the general meeting

  1. The Treasurer, Secretary, Chairperson and any other officer specified under this Constitution shall sign cheques on behalf of the Branch Party after all invoices have been verified by the Financial Secretary and authorised by the 1st and 2nd Vice Chairpersons.

  1. The funds of the Branch Party shall be used solely in furtherance of the aims and objectives as laid down in RULE TWO of this Constitution.

  1. Any misuse of Party fund shall be subject to the Branch Party’s disciplinary process.

  1. Where necessary, a member wishing to canvass for funds for NPP including the Branch Party shall be provided with a written authorisation covering a specified period by the Branch Executive Committee. Such a member shall account all receipts to the Treasurer at regular intervals and a final one at the end of the specified period.

RULE NINETEEN - AUDITORS

      1. A qualified person appointed by the previous AGM shall audit the accounts of the Branch annually, prior to the AGM.

    1. The Auditor shall not be a member of the Branch Executive Committee.

      1. The Annual Statements of Accounts in a prescribed form shall be presented to the AGM and a copy, together with the relevant record of subscriptions and donations paid, sent to the National Treasurer.

      1. Where regular fundraising activities including raffles, lotteries and dinner dances are conducted the accounts shall be audited at more frequent intervals, and in any event not less than three (3) times in a year and reported to the Branch Executive Committee by the auditor for the approval of the general meeting.

RULE TWENTY - WINDING UP

  1. Should the Branch Party wish to disband or go into recess the books and assets of the Branch Party shall be forwarded by the Branch Secretary to the General Secretary.

  1. In the event of the Branch Party being wound up, no member of the Branch Party shall be personally entitled to participate or benefit in any way in the distribution of any assets of the Branch Party both real and personal.

RULE TWENTY-ONE - AMENDMENTS TO CONSTITUTION AND RULES

1. Additional Regulations and Standing Orders to supplement these rules and provide guidelines may be made from time to time by the AGM and SGM.

2. These RULES shall not be altered, or amended EXCEPT by a Two-Thirds majority vote cast at the Annual General Meeting or Special General Meeting, provided twenty-one (21) days notice is given for the meeting at which the amendment is to be considered.

3. Not later than two (2) months after any amendment is made to the Constitution and Standing Orders, the Secretary shall publish a complete and current list of all amendments made to the Constitution and/or Standing Orders since they were last published in full.
